Harmonization of international and Russian standards: challenges and solutions

Kubeysin Nurlybaev, chief scientific officer of SPC Doza, delivered a speech "List of standards specifying requirements to radiation monitoring instruments, which are harmonized with IEC and ISO international standards, to enter in a standardization program of the State Corporation "Rosatom". Kubeysin Nurlybaev told about ongoing work on development of Russian standards and tasks of their harmonization with the international standards. "On April 18, 2019 an industry schedule for implementation by the State Corporation "Rosatom" of activities of "The Basics of State Policy in the Field of Nuclear and Radiation Safety in the Russian Federation" was approved. There are different items in this schedule, but all of them are based on dose measurements Ц both in nuclear medicine and in radiation monitoring system Ц that is per se on standards of dosimeters. Special attention should be paid to item 25, which a task of harmonization of Russian standards with international ones is set in. It is worth mentioning that in this world a lot of things has already been thought of, there is no need to "re-invent the wheel". It is much easier and faster to use the international experience and existing techniques. Standards of dosimeters are developed by IEC Technical Committee 45, and in nuclear medicine Ц by TC62, SC62C. At the moment there are problems preventing implementation of the international standards in the Russian practice. To solve them, the following base standards are to be developed and adopted in Russia in 2020:

  • GOST R Radiation monitoring instruments. General provisions;
  • GOST R Radiation monitoring instruments. Terms and definitions;
  • GOST R Radiation monitoring instruments. Processing of measurement results.
Basic standards are to remove barriers between GOST R and international standards. At this stage a question arises: which standards are to be developed further Ц GOST R or IEC international standards in the Russian language?

At the moment in the IEC there are 32 current standards for the automated radiation monitoring systems (ARMS) for NPPs. Besides them, standards of radiation protection instruments: for monitoring of photon radiation, for monitoring of gaseous effluents and aerosols and for monitoring of liquid effluents are being developed. At the same time, there are practically no analogues of international standards in Russia. Another standardization system had been adopted in the USSR, it is considerably different from the international system. Therefore, it is very difficult to find GOST analogues to IEC standards". At the end of his speech, Kubeysin Nurlybaev made a conclusion: "It is much easier and faster to realize the development of international standards in Russian, being an IEC official language along with English and French. We just have to select IEC current standards for adoption them as IEC standards in the Russian language. After base standards are adopted, the Russian terms and definitions will coincide with the IEC ones, and if necessary, IEC standards can be adopted as GOST R standards.

GOST R development and adoption in comparison with development and adoption of IEC standards will take much more time and bureaucratic procedures." Yury Martynyuk, Chief designer of SPC Doza, added that "A decisive advantage of the IEC standards of radiation safety instruments is that they have test techniques and criteria of conformity. There is none of them in GOSTs, at least in those developed recently. And in the IEC standards if there are requirements, then for every of them there will definitely be a technique of how it can be calculated or tested."

Upon the meeting results, the following decisions were taken:

  • Submit proposals to develop national standards, GOST R, on the basis of the IEC international standards and initiate preparation of a Russian version of the IEC standards on the meeting of the methodical council on radiation safety of the SC "Rosatom".
  • Prepare a work schedule on development of Russian version of IEC standards.
  • Organize a work group on expertise of Russian version of IEC standards.
